SUBJECT: Medical Exemption—New Jersey

Legislation was passed during the 2000 session that was effective February 1, 2001. It is a medical exemption that is most cumbersome and unusual.
The legislation directs the Director of Motor Vehicles to promulgate rules and regulations for implementation and mandates the following as a minimum:
Standards and specifications to govern the types of materials and products that may be applied will reference the color, reflectance, light transmission, and ultraviolet transmittance.
The issuance of a card or certificate to the applicant that shall be valid for 48 months.
Standards and specifications to govern the installation and application to include a label to identify the installer and manufacturer.
The registration of persons in the business of installing or applying the approved materials that require a $50 registration fee. Renewal is required each two years for a fee of $100.
Anyone violating items 3 and 4 shall be subject to a fine not to exceed $1,000.00 for the first offense and $5,000.00 for a second or subsequent offense.

The final specifications for the installation and application have not been completed. However, applications are available to be completed by the person with the medical problem and his/her physician.
