Subject: Pennsylvania House Bill 2257
Date: January 7, 2004
This is in reference to the Legislative Alert dated December 17,
2003, advising of proposed legislation being considered in
Pennsylvania that proposes substantive change to the current
restrictions on sun screening regulations.
The primary legislative changes, as drafted, provide for the
following:
1. Restrict window film to 70 percent on the front side windows
with a 7 percent tolerance.
2. Restrict reflectivity to 15 percent
3. Does not restrict window film on the rear side window or rear
glass
The legislation seems to be very well crafted and we fully support
the changes. This will provide a more regionally consistent
application of law and certainly help manufacturers, distributors,
and dealers in the area. The specified restrictions take into
account the concerns of the enforcement community, and it is
strongly recommended that we fully support this effort.
Attached to this alert are the names and addresses of the
legislators that co-sponsored House Bill 2257 and a suggested letter
that can be personalized and sent to our members’ legislative
representatives. Also attached is a suggested letter as well as the
names and addresses of the members of the Committee on
Transportation that will consider and recommend this legislation to
the House of Representatives.
It is critical that we actively pursue this matter in a timely
manner. If you or any of your customers can call or write your
representatives, it will help provide the input necessary to get the
legislation favorably considered.
Col. Robert Suthard and Lynwood Butner will be meeting with
Pennsylvania officials in
January to ask for their support and to determine a course of action
for the future success on the legislation.
Additional updates will be provided after the meetings in January.
