House Bill 313 is being by sponsored by Representative Crall. This
bill defines “Limousine” and “Multipurpose Vehicle” as follows:
(A>
(A) “Limousine” means a
limousine as defined by KRS 281.04(1) (D) operating under a
limousine certificate issued by the transportation cabinet under KRS
Chapter 281, or under similar authority granted by another state.
(B) “Multipurpose
Passenger Vehicle” means a motor vehicle designed to carry not more
than ten (10) individuals that is either constructed on a truck
chassis or with special features for occasional off-road operation.
The significant change is that it specifies a net
light transmittance whereas in the past it has been a film law. This
amendment also reduces the visible light transmission allowed from
thirty-five percent (35%) to twenty-five percent (25%). A three
percent (3%) tolerance is allowed.
The purpose of this law is to improve enforcement.
