Subject:  Hawaii Legislation – SB  2087

Senate Kawomoto has introduced Senate Bill 2087 that significantly increases the fine for violation of Section 291-21.5. The current fine for owners operating the vehicle is $50 to $250. If this amendment passes, the fine will be $500 to $1000. The installer of illegal film must be fined no less than $500.00 and no more than $1000.00. Additionally, the installer must reinstall legal film at no cost.

The proposed amendments are quoted as follows:

“(e) Any person who violates this section shall be fined:

(1)   Not less than $250 or more than $500 for each separate offense if the person is the owner of the motor vehicle which is in violation; and

(2)   Not less than $500 nor more than $1000 for each separate offense if the person is the installer of any sun screening device which does not meet the requirements of this section. The installer shall also reinstall sun protective devices which comply with this section, free of charge, or reimburse the motor vehicle owner for the cost of installing sun protective devices by another installer which comply with this section.”
