FROM:  Ben Ford, Legislative Chairman

DATE:  June 22, 2004

SUBJECT:  Pennsylvania HB 2665

Representative Preston introduced HB 2665 along with several other sponsors on               June 7, 2004.  This bill has been referred to the House Transportation Committee.                This bill would severely limit the industry in Pennsylvania.

HB 2665 makes two additions to the window film law in Pennsylvania.  It limits the              light transmission of the film measured on the window to 70% on all the vehicles        windows excluding the windshield.  It also raises the penalties for violation.  The                 first offense carries a $100, which increase to $200 on the second offense.  The third        offense results in the suspension of the vehicles registration for 30 days.  This bill               does not provide for a tolerance in measurement.

It is important that all members contact their legislators to let them know that HB                2665 could put a number of Pennsylvanians out of work.  IWFA is currently in communication with DMV officials in Pennsylvania in regards to HB 2257, which          allowed 70% on the front windows and any level of tinting on the rear windows.  In     addition, it incorporated a 7% tolerance when measuring for enforcement purposes.              HB 2257 is a bill that IWFA supports and would be the preferred option.
