SUBJECT:  South Carolina HB 3399

This is an advisory alert to members in South Carolina regarding proposed                  legislation introduced by Representative James Lucas.  The legislation would                 require that the Department of Motor Vehicles issue a decal to those vehicle owners           who have been approved for a medical waiver allowing the application of window                      film with a visible-light transmission below the legal standard. Upon passage of the legislation, the state would require the display of the decal on the rear of the vehicle              to which the special tinting material is applied.  

The IWFA does not feel this will represent a significant problem for the state, but     we            will monitor the situation and keep members advised of any developments.
