SUBJECT:  New York AB 557 and SB 524

Identical bills have been introduced in the Senate and House that would require the       testing of windows with window film as part of a vehicles annual state inspection.           These bills are similar to bills proposed in previous years that have never been            enacted.

The IWFA is opposed to the inclusion of testing of window film at the inspection           station as it results in problems for the consumers and states that have implemented              this enforcement approach have encountered a number of problems.  The enforce-             ment of regulations by law enforcement officials is a much more effective system for                  measurement of the statutory provisions for visible-light transmission. 

It is important that each member be aware of these legislative proposals.  Even                 though similar legislation has not been successful in the past all members should           contact their representatives and advise that the most appropriate manner to                 address enforcement issues is to enact reasonable provisions of law that are clear        and can be enforced uniformly across the state.
