SUBJECT:  New Mexico House Bill 1033

Representative Thomas Anderson has introduced HB 1033 in the New               Mexico Legislature.  HB 1033 would eliminate the requirement for the           placement of a label between the window film and surface to which it was       applied.  It creates a statutory obligation for the owner of a vehicle with          tinted windows to maintain in the vehicle an invoice or copy of an invoice  certifying the light transmission of the film, the name of the manufacturer of           the film and the vehicle identification number.

This law would be retroactive from July 1, 1997 and will place a penalty         upon the driver and the installer if an invoice is not issued at the time of    installation.

The IWFA Legislative Consultant is currently in contact with the patron                  of the legislation to determine the genesis and full effect of the bill.
