TO:  Manufacturers, Distributors, and Illinois Dealers

FROM:  Ben Ford, Legislative Chairman

DATE:  March 28, 2005

SUBJECT:  Illinois House Bill 2351

Introduced by Representative David Leitch, HB 2351 is complimentary to             a Senate Bill 99 that IWFA alerted you to on February 7.  The current         medical exemption automatically expire on January 1, 2008 unless new      language is adopted prior to that date. Senate Bill 99 will eliminate that           sunset date, and House Bill 2351 adds Lupus to the list of diseases that        qualify for the medical exemption. The clause adding Lupus to the medical exemption is not included under the provision that will sunset in 2008 if         Senate Bill 99 does not pass.

House Bill 2351 also provides the option for consumers with window film    applied under the medical exemption to apply for a special license plate             that denotes their status under the exemption, which would eliminate many unnecessary traffic stops.

IWFA supports both of these pieces of legislation, and encourages its       members to contact their legislators and urge them to vote in favor of     these bills.
