Subject: Mississippi Legislation (House Bill 1215)
All manufacturers, distributors
and installers in Mississippi are well aware
there has been significant change in the state laws for after-market
window film
products. Significant efforts have been made during the last year to
address and to clarify the issues of front windshield sunscreen
(AS1), multipurpose passenger vehicle
(MPV), and tolerance. In addition, much
effort has been made to work within the legislative and regulatory
process concerning these issues.
Through work with
several Mississippi installers, the IWFA and the state
police, Representative Greg Ward at the direction of House
Transportation Committee Chairman Bill Miles has introduced House
Bill 1215. The bill provides for the
following:
1. Clarification of the window film language related to the AS1
line;
2. The allowance of the installation of a film that reduces light
transmission to 28% when measured in conjunction with the window;
3. Provides an exemption for multipurpose-passenger vehicles;
4. Requires an inspection station to test tinted windows only during
the annual inspection process.
It is
critical that all members and industry representatives
contact their respective
legislators in a timely manner to express support
for this legislation. There will be
only a brief time available to
have customers, friends, and all interested in a reasonable and
enforceable law to contact the members of the House throughout
the state to express support for
a change in the law. This contact
is best made in person at the home office or via telephone or
letter to the
representative. Customer input is critical to the process, and
personal stories regarding children, UV protection, energy
conservation, savings from not using factory tint for new or
replacement windows will be important messages to deliver.
The critical nature
of this contact cannot be overly stressed. The
development of the legislation is just the initial step, as any
change will
only occur if passed by the legislature and signed by the Governor.
The
first legislative step is the House of Representatives; and, if
successful, additional information
will be sent to the membership to follow the bill
through the Senate and finally to encourage the Governor to sign the
bill
into law. We have a way to go, but we need to aggressively pursue
this opportunity.
