Subject: Mississippi Legislation (House Bill 1215)
The Governor signed House Bill 1215 into law on March 23,
2006. This new law takes
effect immediately. A copy of the legislation is
attached for reference but the major provisions of the legislation
are as follows:
· Administrative
clarification of the window film language
related to the AS1 line on the front windshield;
· Installation
of a film that reduces light transmittance to 28
percent when measured in conjunction with the window;
· Exemption
of multipurpose-passenger vehicles in accordance
with federal law or regulations before factory delivery.
This legislation is a result of a great deal of effort and support
by the
IWFA membership. The process has taken two years of focused effort
and coordination. Particular appreciation and reorganization should
be
given to Victor Lowery and Tim Adams for their effective media
activities and
testimony during the legislative hearings. Other members also
worked locally with individual
legislators and also provided input during the
legislative process. These knowledgeable and professional
interactions
were critical to the legislative development of House Bill 1215. It
is important
to note that the most consistent advocate for good legislation in
Mississippi was Representative Greg Ward, the chief patron to this
legislation. Representative Ward has provided exceptional
leadership
during this process and has been consistent in his desire to provide
the citizens of
Mississippi, law enforcement, inspection stations, and our industry
with
fair and equitable legislative standards that are better understood
and provides for
both the benefits and protections necessary.
It is strongly urged that every installer have copies of the new
law that can be made available to customers and
even shared with approved
inspection stations in their respective local areas. The Highway
Patrol will be training their employees as well as the inspection
station staff, but to get this information out as soon as possible
will
be of great assistance to all.
It should also be noted that our industry must fully
comply with the standards of
this law. Any actions that could be seen as ignoring
or pushing the limits will create problems for the industry.
Remember that all it takes is for one legislator to modify this law
with future legislative proposals. The industry has successfully
addressed the challenges presented in this state over the last ten
years that were the most potentially detrimental to the industry.
We now have a good law with all members better understanding
the issue and participating in the resolution of the problems. We
must support this effort. Anyone who fails to do
so will be fined and
place these efforts in jeopardy.
