Legislative Proposals (A00193,
A00281 and S1273)
There has been
legislation introduced in 2007 that could impact the window
film industry in New York. There have been two legislative
proposals, A00281
and S01273, introduced which continue the annual consideration
of changes
to the law that would provide for examination of tinted or shaded
windows in
the periodic inspection of motor vehicles and authorizes the
Commissioner
of Motor Vehicles to promulgate any and all rules and regulations
necessary. The House legislation was sponsored by Representative
Edenton, and the Senate proposal patron was Senator DeFrancisco.
The legislation
and sponsors have carried these same legislative proposals
in the past and there has been no action taken to endorse or pass
the recommendations contained in this
legislation. We do not anticipate any
favorable consideration this year but the proposals will be
monitored. IWFA
has not endorsed this type of change in the past as there are
typically
problems associated with using the inspection stations as the
monitoring
entity as opposed to the enforcement agencies. We do not support
this legislation.
There has also
been legislation proposed (A00193) for at least the third
year
by Representative Gantt that would establish a rear side window
standard for tinting and a
$50,000 appropriation for the purchase of meters by the State
Police. This legislation has also been assigned to committee where
it has traditionally failed to be reported. We again do not support
this legislation.
